On the agenda at the April 9 meeting of the Crittenden City Council were several items of business, including a major road paving project and several ordinances.
Road Paving Bids
Bids for Crittenden’s 2024 Road Resurfacing Project were received for Case Lane (only the part belonging to the city; the county portion will be handled by the county); Hannah’s Way, Liza Way, Maple Ridge and Nita Lane; and in Harvesters: Barley Circle, Crittenden Court, Harvest Way, Milo Court, Waller Drive and Wheat Court.
Work will include basic curbs, base repairs and paving.
Two bids were received:
• Eaton Asphalt for $402,467.50
• Reigler Blacktopping for $372,933.75.
Logan Murphy reviewed bids in an adjacent office.
No one from Eaton was present. Bret Browning was there representing Reigler and twice went into the office while Murphy was reviewing the bids.
Murphy recommended accepting Reigler’s bid and council accepted. Work will begin in May and finish in July.
Ordinances
Council conducted the second reading of Ordinance Number 328 -2024, a zoning amendment setting the number of off-street parking spaces for one, two and multi-family dwellings.
Council conducted the first reading of Ordinance Number 329-2024, the 2024-2025 budget.
Council conducted the first reading of Ordinance Number 330-2024 regarding residential off-street parking, a technical correction changing square footage from 400 to 800 square feet for parking spaces.
Council conducted the first reading of Ordinance Number 331-2024 establishing a $100 fee for annual inspections of short term rentals with a $25 fee for each subsequent inspection to verify any/all issues are corrected.
Executive Order 08-2021
Mayor Jim recommended Keith McKenney as the replacement for retiring maintenance supervisor J.D. DeZarn. Purcell recommended McKenney be hired effective April 22 at a rate of $23/hour full time. Council approved the hire.
Councilmember Reports
• Councilmember Leo Saylor, tasked by Purcell to look into a mowing device suitable for the Nature Park and the 208 property, said they were looking at “another zero turn or small compact tractor” for the work.
Saylor said he had asked DeZarn to price a “four wheel drive with a loader bucket, 60” belly mower, a set of forks and a backhoe attachment” for mowing as well as jobs like cleaning out ditches and lifting manhole covers.
Estimates were obtained from Cornerstone Equipment for a Mahindra, John Deere for a John Deere and Kenton Equipment for a Kioti with prices of $28,998, $32,000 and $26,746 respectively.
Saylor said they need a bit more time to review information on the equipment but will be bringing that to the council in the near future.
Councilmember Joe Duesing asked if there would be a need for a trailer to move the equipment.
Purcell noted there may be an eventual need for a one ton truck with a snow blade and salt box to do “in-house” what they are contracting out now. He said it would also provide more work for maintenance workers during the slow winter months.
• Councilmember Greg Livingood gave an update from the Crittenden Nature Park planning team. He said the team received three “conceptual” plans submitted by Rachel Robinson Design Landscape Architecture of Cincinnati along with estimates.
With the estimated costs possibly exceeding $350,000, the city will be looking into obtaining grant funding to assist with overages. It hasn’t been decided whether to do construction all at once or in phases.

• Councilmember Michelle Bohman noted the Crittenden-Mt. Zion (CMZ) Star Student Recognition program will take place at the May city council meeting at 6:30.
• Fire Chief A. Lee Burton updated the council on the Crittenden Ambulance District. The district decided to sign the Interlocal Agreement with Dry Ridge. However, he said plans are being made so the Crittenden Ambulance District can have “alternatives in place” to provide for the best interests of Crittenden.
He said those future decisions depend on:
• What fiscal court is doing
• What Dry Ridge’s long term goals are, and
• What the ambulance district’s long term goals will be.
