Former GCHS band director faces additional felony charges

Former Grant County High School David Owens is facing more sexual abuse charges for an alleged inappropriate relationship with a student.
Owens was indicted Nov. 14 by a Boone County grand jury on one count of first-degree sexual abuse.

He is scheduled to be arraigned Dec. 18 in Boone County Circuit Court.

Owens is accused of having an inappropriate relationship in 2011 with a former student at GCHS when the girl was 16 years old.

The Boone County charge stems from Owens and the victim allegedly meeting in a vehicle in Richwood, said Grant County Sheriff Chuck Dills.
The investigation was initiated by a post on a social network site by the victim, who is now 18.

Grant County Schools notified the Grant County Sheriff’s Office Sept. 11 about an inappropriate behavior complaint after news of the victim’s complaint spread.
Within 24 hours, Owens resigned, in lieu of termination, and a full report was filed by the school with the sheriff’s office, the Commonwealth Attorney’s Office and the Educational Professional Standards Board.

Before the end of the school day on Sept. 12, Owens was interviewed and later arrested.
Owens and his wife, JoAnn Owens, the former band director at Grant County Middle School, were indicted Sept. 18 by a Grant County grand jury.

David Owens, 34, is charged with two counts of sexual abuse and tampering with a witness.
JoAnn Owens, 32, was indicted for two counts of tampering with a witness.
Both charges are Class D felonies.

Owens could also be facing more charges out of Kenton and Rowan counties.
Owens, who had been director of the GCHS Marching Band since 2009, was band director at Beechwood High School in Ft. Mitchell prior to coming to GCHS.

During the investigation against Owens, a family member of a second alleged victim called the Grant County Sheriff’s Office to report a former Beechwood student also had a sexual relationship with Owens, said Dills.
The second victim, who is now 23 and lives out of the state, was then interviewed by police.

“Through the interview, she disclosed that, during 2004 she was a freshman at Beechwood and was 14 years old, and that she had a four-year sexual relationship with band director Dave Owens,” Dills said. “There’s overwhelming evidence through some e-mails and different things that there was a relationship between the two.”
Dills said the evidence was turned over to Ft. Mitchell Police and the Kenton County Commonwealth Attorney’s office.

Evidence has also been shared with the Rowan County Commonwealth Attorney’s office and Morehead State University Police about alleged incidents that took place between Owens and the second victim during band trips.

Dills said the cases will be presented to the grand jury in Kenton and Rowan counties.
“What will be presented is numerous counts of sexual abuse, first-degree,” he said.
